Author Guidelines

  1. Manuscripts to be considered for publication should be structured according to the Guidelines for Authors.
  2. The Editorial Board accepts only original research materials which have not been published elsewhere. Should plagiarism and/or duplicate publication be identified, the manuscript will be rejected at any stage of the publishing process.
  3. All legal matters related to publication in the Journal, including the responsibilities of the Parties (the Author and the Publisher), are regulated by the Public Offer and the Offer Acceptance Act which should be signed by the Author(s) in blue ink (ballpoint pen) and should be handed over as a hard copy along with the basic package of documents.
  4. The Editorial Board will advise the Author through the Electronic Editorial Board System on the Journal web-site or by e-mail if the manuscript has/has not been accepted for review and subsequent publication.
  5. Having registered the manuscript, the Editorial Board should send to the Author its comments concerning both the content and formatting of the manuscript that have to be taken into account and improved before the manuscript is checked in and passed to the reviewers. The improved version of the manuscript should be sent back to the Editorial Board.
  6. In the event the Author’s written request contains a question which has already been answered substantively more than once in the written form in the answers to the earlier sent requests, and the latest request contains no new reasons or circumstances, the Editorial Board is entitled to consider this latest request unfounded and cease the correspondence with the Author on the issue in question.
  7. The final decision on publication is taken following the results of the review and compliance of the material with the subject scope of the Journal, topicality of the manuscript, and impact of the research results. Within 6 (six) months upon receiving the manuscript, the Editorial Board should inform the author if the manuscript has been accepted for publication.
  8. The texts of the manuscripts should be reviewed in the form of a double-blind review when the identity of the Reviewers and Authors is not disclosed to either party. (See more at Peer-Review page)
  9. Having received a positive review and a positive decision on publication, the manuscript will be added to the Journal portfolio. The Publication Plan is drafted by the Editor-in-Chief with due account of the Journal portfolio and priority reasons which are determined by the manuscript acceptance date, the content of the Journal section, and the topic of the Journal issue.
  10. The manuscript with the Reviewer’s comments as well as its proof and review should be kept in the Journal archive for at least one year after publication.
  11. Authors are fully responsible for the content, data, and publishing of their manuscripts. The opinion of the Editorial Board may differ from that of the Authors, and the Editorial Board will never be held liable for any inaccurate data published in the Journal. The Journal Editorial Board disclaims any responsibility to the Authors and/or third persons and organizations for any damage that may incur as a result of the publication of the manuscript.
  12. Publication in the Journal is free of charge. No royalties are paid.
  13. Manuscripts and related materials will not be returned.
  14. Artwork and illustrations which were sent by the Author together with the manuscript will be published as needed at the discretion of the Editorial Board.
  15. Manuscripts which do not comply with the Guidelines for Authors will not be accepted for publication.

 

Submission Preparation Checklist

As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.

  1. The manuscript has not been published or submitted for publication elsewhere. The research paper comply with the Journal Publication Ethics.
  2. The materials are prepared according Guidelines.  Abstract is 200-250 words length. References are listed at the end of the manuscript in the order they appear in the text.
  3. Artwork and Illustrations are submitted in the electronic form by separate TIFF/JPG files no less than 300 dpi.
  4. Data in English should be submitted as separate file as a Microsoft Word text, containing Author’s details, major heading, abstract and keywords, references (in the transliterated form with an English translation).
  5. By providing manuscripts to the Editorial Board, the Author(s) guarantee(s) that the right of authorship for the Manuscript in virtue of creation belongs to the Author(s) and that the Manuscript is original and was not published earlier.
    Author(s) agree(s) to the Terms and Conditions, and accept(s) them, i.e., provide(s) the Publisher, on the Terms and Conditions offered thereby, with the exclusive rights for the Work.

    The Acceptance Act will be completed as a hard copy in any format, signed by the Author (Coauthors) personally in blue ink (ball pen) and will be forwarded to the Postal address of Handed over to the Editorial Board at soonest.

 

Copyright Notice

Author (hereinafter “Licensor”) grants to The Russian State Library (hereinafter “Licensee”) the exclusive rights to articles (hereinafter “Works”) by acceptance of the PUBLIC OFFER. 

The rights, granted by the Licensor under the terms of exclusive license:

• The right of Reproduction of Works, i.e. of producing one or more copies of Works in periodicals of the Russian State Library, including electronic ones, in a form of hard copy or in a digital (electronic) form;

• The right of Distribution of Works by means of sale or other transfer of ownership in a form of hard copy or in a digital form;

• The right of making the Works and information on the Licensor available to the public in such a way, that anyone can get an access to the Works and to the specified information from any place and at any time at his/ her own choice;

• The right to provide to third parties, at the discretion of the Licensee, the right to use Works within the rights and use, as provided in the given offer, i.e. consent to conclusion of sublicense agreements. This right shall be granted to the Licensee upon the signature of Acceptance and shall not require payment of additional remuneration, conclusion of additional agreements and issuance of additional permits.

• The right to translate the Works.

 

Terms of use of the transferred rights:

• The above exclusive rights for the use of Works shall be transferred to the Licensee without charge for the whole period of validity of the exclusive rights to the Works.

• Licensee can use the transferred rights on the territory of all countries of the world.

• All disputes and disagreements arising out of this offer or in connection with it shall be settled by means of negotiations.

• In case of failure to settle the dispute by means of negotiations, the party dissenting with the outcome of negotiations, shall send to the other party a written claim, containing the requirements. The party, receiving the claim, shall give a reasoned written response within 15 (fifteen) working days. In case no agreement is reached between the parties, the disputes shall be settled in court in accordance with the jurisdiction and cognisance established by the current legislation of the Russian Federation.

 

Privacy Statement

Specified when registering the names and addresses will be used solely for technical purposes of a contact with the Author or reviewers (editors) when preparing the article for publication. Private data will not be shared with other individuals and organizations.
